You can have all the gearing you want, but if your car doesn't make enough horsepower to overcome aerodynamic drag, you're not going to go any faster until you increase your hp further. If you can't make any more horsepower, then you're stuck trying to make your car more "aerodynamic", thus reducing the drag coefficient.
